“Through my discussions over recent days, we’ve agreed that the U.K., France, and others will work with Ukraine on a plan to stop the fighting,” Starmer said at a press conference Sunday. “Then we’ll discuss that plan with the United States. And take it forward together.”

Starmer also highlighted Europe’s responsibility: each nation may need to “step up their own share of the burden” to ensure a successful outcome. This includes collective military, economic, and political contributions to deter further Russian aggression effectively.

Diplomatic Challenges and Security Guarantees

Zelenskyy, tackling fallout from a strained dialogue with U.S. leaders, remains open to partnerships, including a rare minerals deal with the U.S. The Ukrainian leader stressed that “best security guarantees are a strong Ukrainian army.” Nevertheless, U.S. Secretary of State Marco Rubio cautioned that real security guarantees depend on peace. “The security guarantees, which I actually like to call deterrence, is all contingent upon there being a peace,” he said.
